Seven Steps to Your Learner Permit

It looks like a lot, but most people sort it in a week or two. Here is what to do, in order.

Pass the Theory Test

40 questions, 45 minutes, pass mark 35 out of 40 (88%). Book at theorytest.ie. Costs €45. Your result is valid for 2 years, so do not leave it too long before applying for the permit.

Get an Eyesight Report

Any optician or GP can fill out Form D502 for you. It takes about 10 minutes. The report must be dated within 1 month of your application, so do not get it too early.

Set Up MyGovID

You need a verified MyGovID account if you want to apply online. To verify, you will need a Public Services Card. If you do not have one, you can still apply in person at an NDLS centre.

Gather Your Documents

Photo ID (passport or Public Services Card), PPS number proof, proof of address dated within 6 months, theory test certificate, and your eyesight report. Originals only. The NDLS will not accept photocopies.

Apply Online or In Person

Online: Go to ndls.rsa.ie. No appointment needed. Upload your documents and pay online. Takes about 15 minutes.
In person: Book an appointment at ndls.ie and visit your nearest NDLS centre. Bring all original documents with you.

Pay €45

Card, Apple Pay, or Google Pay online. Card or cash in person. If you are over 70, the permit is free.

Wait for Delivery

Your learner permit arrives by post in 5 to 10 working days. Once it lands, you can start your EDT lessons straight away.

Documents Checklist

Get this lot together before you apply. Missing one thing means starting over.

Photo ID (passport or Public Services Card)
PPS number proof (payslip, Revenue letter, or social welfare letter)
Proof of address dated within the last 6 months (utility bill, bank statement)
Theory test certificate (valid for 2 years from test date)
Eyesight report, Form D502 (must be within 1 month of application)
Medical report (Form D501) if you have a notifiable medical condition

Common Pitfalls

People get turned away at the NDLS centre every day for these reasons. Do not be one of them.

Address mismatch

The address on your proof of address must match your application exactly. If your bill says "Apt 2" and you write "Apartment 2," they will flag it.

Expired theory test

Your theory test certificate is only valid for 2 years. If it expires before you apply, you have to sit the test again and pay another €45.

Eyesight report too old

Form D502 must be dated within 1 month of your application. Get it done the week before you apply, not the month before.

MyGovID not verified

An unverified MyGovID account blocks online applications. You need a Public Services Card to verify. If you do not have one, apply in person instead.

Photocopies rejected

The NDLS centre requires original documents. Photocopies, scans, or screenshots on your phone will not be accepted. Bring the real thing.

2026 Rule Change

From November 2026, if you are renewing your learner permit for a third or fourth time, you must show proof that you attempted the driving test in the previous 2 years. No more indefinite renewals. If you have been putting off the test, now is the time to book it.

What You Can and Cannot Do

Your learner permit comes with restrictions. Break them and you risk penalty points, fines, or having your permit revoked.

✕ You must NOT

  • Drive on motorways
  • Drive unaccompanied
  • Act as an accompanying driver for another learner
  • Tow a trailer

✓ You MUST

  • Display L plates front and rear
  • Be accompanied by a full licence holder (2+ years)
  • Carry your permit at all times while driving
  • Complete 12 EDT lessons before the driving test

Learner Permit FAQ

Photo ID (passport or Public Services Card), proof of PPS number, proof of address dated within 6 months, your theory test certificate, and an eyesight report (Form D502) dated within 1 month. If you have a notifiable medical condition, you also need a medical report (Form D501). Bring originals to the NDLS centre. They will not accept photocopies.

The permit itself costs €45. The theory test also costs €45. So budget €90 total for the theory test and permit combined. If you are over 70, the permit is free.

Yes. Apply at ndls.rsa.ie using a verified MyGovID account. No appointment needed. You upload your documents and pay online. If you do not have a verified MyGovID, you can apply in person at any NDLS centre by booking an appointment at ndls.ie.

Two years from the date of issue. You can renew it if it expires, but from November 2026, third and fourth renewals will require proof that you attempted the driving test in the previous two years.

You must hold your learner permit for at least 6 months before you can sit the driving test. Use that time to complete your 12 EDT lessons. You cannot book the test until the 6 months have passed.

Your theory test result is valid for 2 years. If it expires before you get your learner permit, you will have to sit the test again and pay another €45. Do not wait. Apply for the permit as soon as you pass.
